The 1984 Cartagena Declaration is one of the most important legal instruments for the protection of refugees in the Latin American and Caribbean Region. Meeting every ten years as part of the so-called Cartagena Process to commemorate the Declaration and define common actions, Latin America and Caribbean countries have created a unique model of regional collaboration and shared responsibility that focuses on promoting durable solutions to forced displacement.

This year, on the occasion of the 40th anniversary of the Declaration, the government of Chile is leading the development of the 2024-2034 Plan of Action, which will guide the response to changing displacement scenarios throughout the next decade.
